They rarely answer the phone. I recently had a past due balance that was apparently subject to disconnect, although I never received any disconnect notice from SD4. The day they came to my home to do the disconnect, there was a family member there all day. No one knocked on the door or rang the doorbell to even check and possibly give us a heads up or chance to make a payment. The family member went to the kitchen and suddenly the water was off. Unfortunately, it wasn’t discovered until after hours so there was no way to get service restored until the next day. At least this didn’t happen on a weekend. SD4 could learn a lot about customer service from Cannonsburg Water District. They always have someone in the office to answer the phone during business hours and at least they have the courtesy to send out a notice about a week before they plan to disconnect. With all the complaints and bad reviews you see listed on social media referencing SD4, you’d think the county government would take notice and make some corrections to that office and the personnel that run it.

I just got hung up on by the "office manager" Della, at this place of business over a account my landlord got switched to my name without my knowledge. they charged me 125 dollar application fee but yet kept sending my bill to the wrong address that belongs to the owner of the home. So I received no notice, no bills to my address, and now have three kids and they came to shut my water off. This is completely handled in an unprofessional manner and the office manager has zero customer service skills and hangs up on the customer. This is insane to me but welcome to the world of hillbilly hell that is Boyd County Kentucky.

my water was shutoff after not paying a sewage bill that I am not required to pay. It took hours to get ahold of someone, to finally be apologized for and told my water would be turned on by the end of the day. Next day, water still shut off and now no one is in the office answering phones for the weekend. On week of power because of their mistake.
